人文历史

史载，唐天佑二年，晋王李克用会契丹耶律阿保机于东城，易袍马，息干戈，约为兄弟。后世据此取“怀想仁人”之意而得名怀仁，同期置怀仁县。金贞祐二年，废县升置云州。清康熙三十三年(公元1693年)改为怀仁县(2018年8月8日，怀仁正式撤县建市，成立县级怀仁市)。

In the 33rd year of the Kangxi reign of the Qing Dynasty (1693 AD), it was renamed as Huairen County (on August 8, 2018, Huairen was officially abolished and established as a county-level Huairen City).

据《怀仁县志》记载：本县境内有人类活动的遗迹可追溯到距今近万年的新石器时期，当时人们就择水而居，进行牧羊狩猎。

产地环境

怀仁市，介于东经113°10’，北纬39°52’之间，地处山西省雁门关外、大同盆地中部，北与大同市相依，南与山阴接壤。境内属北温带大陆性季风气候，年均气温7.3°C，平均无霜期150天左右，年均日照时数2800小时，年均降雨量一般在315~459毫米之间，多集中于七、八月份。四季分明，不冷、不热、不潮，夏秋没有连阴雨，冬天不下封山雪，气候温和，养羊条件十分优越。

Origin Environment

Huairen City, located between 113° 10'E and 39° 52' N, is situated outside the Yanmen Pass and in the central part of the Datong Basin. It borders Datong City to the north and Shanyin to the south. The area belongs to the continental monsoon climate of the northern temperate zone, with an average annual temperature of 7.3°C, an average frost free period of about 150 days, an average annual sunshine hours of 2800 hours, and an average annual rainfall generally between 315 and 459 millimeters, mostly concentrated in July and August. The four seasons are distinct, neither cold nor hot nor damp. There is no continuous rain in summer and autumn, and there is no snow in winter. The climate is mild, and the conditions for raising lamb are very favorable.

怀仁羔羊源自北纬39°农牧交错带，主要食紫花苜蓿，蛋白质含量高，100%排酸，肥瘦比例协调，肉质鲜嫩。

怀仁市委、市政府把“羊成商品”作为转型跨越，农民致富达小康的一项主导产业来抓，举全市之力发展养羊。在财力紧张的情况下，拿出资金扶助养羊，成立了肉羊行业协会。县政府明确规定：新增1只基础母羊补贴100元，引进1只优种母羊补贴500元，引进1只优种公羊补贴2000元。对规模大、示范带动作用强的养殖企业，对非农企业转产畜牧养殖、加工企业的，可以优先申报项目资金，并按投资总额的10%以奖代补。
